Objective and Purpose of the Assignment

The over all objective of this assignment is to provide technical advice, management support and technical inputs required to the AfRA procurement processes in accordance with the Afghanistan procurement law and standards and all other approved and published laws and regulations to allow the Afghanistan Railway Authority to achieve significant developments; The Afghanistan Railway Authority (AfRA) was established in September 2012 and is in the process of developing the required capabilities to manage development and operation of nature Afghanistan Railway system.

Afghanistan Railway Authority implement the Technical Assistance Capacity Building Program financed by EU, with the financial management of Asian Development Bank (ADB).

Scope of work

The Procurement Specialist assists the AfRA CEO and is responsible for the creation, development, and application of professional procurement policies and practices to maximize value from externally sourced products and services. Trains AfRA staff in developing focused supply strategies for products, supported with supply agreements in support of AfRA both tactically and strategically. The Procurement Advisor supports professional relationships to be maintained and suppliers are managed objectively to deliver a secure supply base for all products and services.

Duties and Responsibilities
  • Guides the development of a structured and professionally applied procurement program which will be effectively implemented and maintained
  • Prepares procurement plans, bidding documents
  • Guides professional tender processes to ensure the objective and secure selection of suppliers for goods and services
  • Analyzes, interprets, and where required, presents the results of market analysis, tender results and strategic recommendations through written reports and actual presentations.
  • Works closely with other departments to create and deliver supply strategies that ensure competitive products and services
  • Establish market knowledge for products and suppliers and brief the AfRA CEO on market developments which may impact supply
  • Ensure to employ consistent procurement approaches to ensure high quality products and services are procured
  • Develops, reviews and effectively negotiates contracts
  • Train AfRA staff to ensure delivery of procurement actions and to prepare information for use in Project Management meetings as required
Skills, Experience, Qualifications Required

The successful candidate should have the following skills, experience and qualifications:

  • Master degree in Business Administration, or other related field.
  • At least 10 years of work related experience, preferably in the area of public financial management, procurement and contract management, experience with Afghanistan Procurement system will be an advantage.
  • Experience with transport companies is required, with railways preferred
  • Excellent experience in procurement of civil works contracts, procurement of goods and services, procurement plan preparation, bidding documents and request proposals preparation
  • Excellent experience of using professional procurement tools and techniques
  • Experience working within a structured procurement program
  • Experience working with Donors and Development Banks (e.g. ADB, WB, etc)
  • Good knowledge of principles, policies, and practices relating to procurement activities
  • Good knowledge of price and/or cost analysis techniques
  • Excellent spoken and written English
  • Ability to work under pressure and within time constraints
  • Excellent communication and team-working skills
  • Demonstrated experience in capacity development programs
  • Good team worker, capable of working effectively in a very challenging environment
  • Previous experience in under-developed, insecure or post-conflict environments a plus
  • Developed applied procurement guidelines, structures and plans, professionally implemented and maintained
  • AfRA procurement staff are trained to ensure delivery of procurement actions
  • Professional procurement tools and techniques are developed
  • Manual on contract management developed
