Objective and Purpose of the Assignment

The overall objective of this assignment is to provide management support and technical inputs required to allow the Afghanistan Railway Authority to achieve the target of Planning, Initiating and sustaining system. The Afghanistan Railway Authority (AfRA) was established in September 2012 and is in the process of developing the required capabilities to manage development and operation of nature Afghanistan Railway system.

Afghanistan Railway Authority is implementing the Technical Assistance Capacity Building Program financed by EU, and administered by Asian Development Bank (ADB).

Scope of work

This assignment involves supporting railway authority under the supervision of Team Leader of Afghanistan Railway Authority; The Project Assistant will provide initial support for the advancement of the Project. Synchronizes program activities with EU & ADB, oversees progress and achievements, reports progress and recommend corrective actions, in implementing and managing the infrastructures of AfRA.

Duties and Responsibilities

The project Assistant will perform following tasks:

  • Assist Project officers to Support Afghanistan Railway Authority (AfRA) for the delivery of quality project outputs through quality preparation of project inception report, progress reports, interim report, final project report, and other project documents.
  • Assist Project officers to ensure that the Operator submits Weekly Work Plan based on the previous Month Railway Infrastructure Maintenance Report prepared by the AfRA Railway Engineers and to insure that Weekly Inspections are performed in timely manner.
  • Assist Project officers in Reporting against all project activities of canarail to the top management in Afghanistan Railway Authority (AfRA).
  • Assist Project officers in handling financial matter between AfRA and canarail, daily, monthly and quarterly.
  • Assist Project officers in collecting information through correspondence and/or from available publications on relevant aspects of private sector financing of high-capacity Railway development and management.
  • Assist Project officers to undertake project monitoring and assist in the preparation of quarterly and annual implementation reports, both physical and financial.
  • Assist Project officers in planning the activities of the project and monitor progress against the approved work-plan and budget.
  • Assist Project officers to Monitor events as determined in the project monitoring schedule plan, and update the plan as required.
  • Assist project officers in developing project plan for rail projects for the benefit of Afghanistan railway authority (AfRA) and to enhance connectivity within the region.
  • Assist Project officers Preparation and presentation of the Daily, Weekly, Monthly and Annual Reports on the activities of canarail.
  • Assist and Working with the site engineers to make sure work is done in timely manner and the AfRA staffs are receiving on the job training and report to the AfRA top management.
  • Assist project officers to Manage requests for the provision of financial resources by ADB and ministry of finance (MoF) through advance of funds, direct payments, or reimbursement.
  • Periodical site visits.
  • Other duties as requested by CEO.
Skills, Experience Qualifications Required

The successful candidate should possess the following skills, experience and qualifications:

  • Bachelor’s Degree in Civil Engineering from an accredited university.
  • Minimum 2 years of experience.
  • Proficient experience with Microsoft Office Suite to include PowerPoint, and excel.
  • Excellent spoken and written English, Dari and Pashto.
  • Ability to travel throughout Afghanistan as may be required.
  • Good team worker, capable of working effectively in a very challenging environment.
