Objective and Purpose of the Assignment

The over all objective of this assignment is to provide technical advice, management support and technical inputs required to allow the Afghanistan Railway Authority (AfRA) to achieve the target of Planning, Initiating and sustaining Information System. The Afghanistan Railway Authority (AfRA) was established in September 2012 and is in the process of developing the required capabilities to manage development and operation of nature Afghanistan Railway system.

Scope of work

This assignment involves supporting railway authority under the supervision of Team Leader; The Information Technology (IT) Associate will provide initial support for the advancement of the Project. Support the hardware and software create network comprised of Laptops, Desktops, Printers, Scanners, Access points, Internet devices and other peripheral devices to support the AfRA Staff and International Advisors in their daily IT needs both related to the hardware and software.

Duties and Responsibilities

The Information Technology (IT) Associate will perform the following tasks:

  • Assist IT Officer with Local network maintenance and installation including cabling, switches/hubs and NIC configuration TCP/IP, NAT, TCP/IP printing, windows network and domain services
  • Assist IT officer in making a comprehensive plan for AfRA's LAN, Network Security (Internet Edge) and IT related Troubleshooting.
  • Assist in Supporting the hardware & software and networking of Laptops, Desktops, Printers, Scanners, Access points, Internet devices and other peripheral devices.
  • Assist IT Officer in Installing, upgrading and follow up on latest releases and service packs and patches for Operating Systems, Antivirus Software, Office Software and other software that might used on AfRA network.
  • Assist IT Officer in Developing standard IT related documentations and ensure that the IT systems' performance statistics are well documented in development of Standard Operating Process and Users’ Manual.
  • Assist IT Officer with the IT related procurement process and ensure their maintenance and updates – in line with the approved procurement plan.
  • Assist IT Officer in Implementing and administration of the peripheral boundary of security of the network and not only limited to this but also ensure safety from insider threats- fully aware of the cyber laws and guidelines applicable in Afghanistan.
  • Assist IT Officer in Developing a Disaster recovery plan and ensure official data is maintained and stored securely across the organization including development of the backup secured data architecture for the Disaster Management.
  • Assist IT Officer in Developing procedures and guidelines for proper usage of IT equipment and systems in place, develop user guidelines and IT policies to be adopted within AfRA –organization wide.
  • Assist IT Officer in making suggestions for network hardware and software system improvements.
  • Administer Computer/IT Equipment inventory and replacement process
Skills, Experience Qualifications Required

The successful candidate should have the following skills, experience and qualifications.

  • High school graduate or equivalent International IT certifications.
  • 3 years of relevant experience in IT support, client/server networking and information systems.
  • CompTIA A+, MCSE or MCSA certification is preferable.
  • Excellent communication skills in English, Dari and Pashto.
  • Ability to work under pressure while meeting deadlines.
  • Ability to travel outside of Kabul.
