Objective and Purpose of the Assignment

The overall objective of this assignment is to provide technical advice, management support and technical inputs required for the implementation of the Afghanistan Railway Authority goals in accordance with railway policy, standards and all other national & international railway regulations. The Afghanistan Railway Authority (ARA) was established in September 2012 and is in the process of developing the required capabilities to manage, develop and operate the National Afghanistan Railway system.

Afghanistan Railway Authority (ARA) implements the Technical Assistance Capacity Building Program financed by EU, and administered by the Asian Development Bank (ADB).

Scope of work:

Afghanistan Railway Authority (ARA) is seeking to consolidate its Geotechnical Division and one is expected to provide programme management and technical guidance in steering the Geotechnical Engineering Division at ARA. The efficient Project Delivery and budget management to undertake different functions related geo-technology is of paramount importance. Our stakeholders are internal and external especially in accomplishing the targets set out under the Afghanistan National Railway Network Programme. The scope of work entails upon to carry out the ground investigation, supervision, soil and rock slope inspections and reporting for geotechnical works including ascertaining the slope stability, foundations, ground improvement, embedded and gravity retaining structures. Work exposure of geo-technical reports as per the standard international specifications – may be implemented in the context of projects execution of the ANRP by ARA. The overall exposure to civil engineering work with reference to Railways –will be highly desirable.

Duties and Responsibilities:

The Geotechnical Engineer will perform following tasks:

  • Successfully implement and deliver projects involving engineering geological inputs, including client liaison, fieldwork, and analysis and reporting.
  • Interpret client's requirements, plan and undertake project work to provide the required information.
  • Successfully carry out project work (including fieldwork) in accordance with budgetary limits, and time constraints.
  • Carry out engineering geology studies and investigations; supervise field testing and sampling and analysis of results using accepted methods and or computer applications.
  • Specifying and Consolidation of the suitable materials such as ballast coarse aggregate, fine aggregate for the structure and superstructure of railway project’s
  • Report and deliver results of investigations and reports in accordance with accepted standard requirements.
  • Research technical and engineering geological developments and update procedures and standards to ensure ARA complies with best practice
  • Comply with ARA quality assurance and quality management procedures.
  • Review the contractor’s geotechnical report and give instruction to the contractors
  • Solve the raised geotechnical issues.
  • Ensure the contractor’s geotechnical report meets with standards.
  • Manage budgets, write and edit reports and proposals.
  • Develop, manage and/or perform field work for geotechnical and geological studies in accordance with various public agencies and private agencies.
  • Critically review testing results, design recommendations and documents detailing the studies/project conducted.
  • Perform other duties as requested by supervisor.
Skills, Experience Qualifications Required

The successful candidate should possess the following skills, experience and qualifications:

  • Minimum Bachelor’s Degree in Civil Engineering, Geological engineering or relevant field from an accredited university.
  • Master’s Degree in relevant field will be considered as an advantage.
  • Minimum 5 years of experience and at least 3 years of experience in related field.
  • A thorough understanding of geotechnical project implementation and a demonstrated ability to successfully undertake and deliver to client's satisfaction
  • Soil, concrete and asphalt testing procedures and construction testing methodologies.
  • Good team worker, capable of working effectively in a very challenging environment.
  • Excellent English skills, both written and verbal. Fluent in Dari and Pashtu, both written and verbal.
  • Demonstrated ability to training and build capacity of counterparts.
  • Proven problem solving skills.
  • Be able to travel to all provinces within Afghanistan.
  • Ability to overcome challenges and work in difficult work environments/conditions.
