Objective and Purpose of the Assignment

The overall objective of this assignment is to provide technical advice, management support and technical inputs required for the implementation of the Afghanistan Railway Authority goals in accordance with railway policy, standards and all other national & international railway regulations. The Afghanistan Railway Authority (ARA) was established in September 2012 and is in the process of developing the required capabilities to manage, develop and operate the National Afghanistan Railway system.

Afghanistan Railway Authority (ARA) implements the Technical Assistance Capacity Building Program financed by EU, and administered by the Asian Development Bank (ADB).

Scope of work:

This assignment involves supporting ARA in improving its Railway Network and allows Railways to contribute within the geographic and regional locations of Afghanistan by boosting the intra-country and interregional trade and commerce. The candidate is required to understand and implement the role of railway transportation in the overall macroeconomic scenario of the Government of Afghanistan. The expanding need of the Railways needs to be analysed with pragmatic approach of integrating the allocation of resources and its linkages with the other fields of Engineering. The expert also needs to forecast and develop models for the demand and supply of goods and services through different corridors of Afghanistan Railways. The Transport Economist will promote the agenda for Railways as the potential Regional transit and transportation hub was -duly validated by different Regional and International Forums- such as ECO, RECCA, CAREC, SAARC, etc. ARA –has consolidated and completed the technical feasibility and economic viability studies for the entire Afghanistan National Railway Network Programme (encompassing of 22 Projects) for linking different patches of the network in line with Mission ANRP 2030.

Duties and Responsibilities:

The Transport Economist will perform following tasks:

  • Analyze revenues, commissions and expenses to ensure and develop the Railway Economic Policy based on the available and forecasted data on the contribution in Macroeconomic Growth of the Country through Railways.
  • Assist with analyzing different available National and International Economic Policy related to railways.
  • Responsible for collecting data from relevant government and Private Organizations, Periodically Visiting and Surveying of sites, Economical evaluation of railway routes and also must have to develop final reports of projects.
  • Assist with preparing the Economically Viable Appraisal Reports for different railway projects.
  • Assess and develop policy options on the influence of railway transport on the Natural Resources, on human resources /work force development etc.
  • Analyze Microeconomic indicators related to different railway projects of Afghanistan.
  • Develop the cost benefit analysis of different railway projects and suggest avenues for improved economic opportunities through Railways.
  • Keep track of all econometric variables required for preparation of different economically regulation compliant reports.
  • Assist in determine the passenger and freight based economics of different ongoing and future railway projects.
  • Determine and develop the reports on the social impact of the Railway Projects
  • Prepare models and analytics on the economics of Multimodal Transportation System
  • Develop modules and simulations on the Road Space Rationing, Taxation and Revenue Model for Railways, Congestion Pricing and other related socio-economic features related to Transport Economics –especially related to Railways.
  • Other duties as requested by Director General and CEO of ARA.
Skills, Experience Qualifications Required

The successful candidate should possess the following skills, experience and qualifications:

  • Minimum Bachelors in Economics, with Specialization in one of the Streams of Transport Economics.
  • Master’s Degree in relevant field will be considered as an advantage.
  • Minimum 5 years of experience in the area of analyzing and working in the public or private sector in related to Transportation , Transit and Trade
  • Understanding of Macro-economic, Fiscal and Monetary Policy of Government of Afghanistan.
  • Proficient Proficiency with Microsoft applications, to include power point & Excel Excellent spoken and written English, Pashto and Dari; strong interpersonal skills required.
  • Ability to travel throughout Afghanistan as may be required.
  • Good team worker, capable of working effectively in a very challenging environment
