ARA’s Planned Structure
ARA proposes to set up joint stock companies to be chaired by the DG and CEO, supported by seven board members. The government plans to create approx. 50 departments at the HQ and sub-national level for ARA, and to create subsidiary companies to achieve the goals of ARA in key performance areas and critical success factors. The organizational structure of ARA and that of the three companies are given as under. These three organizations would include:
Railway Infrastructure and Production Joint Stock Company (RIPJSC): It would be responsible for the building of infrastructure for the Afghanistan Railways.
Railway Management and Operations Joint Stock Company (RMOJSC): It would be responsible for the operations, running and maintenance.
Institute of Railway Research, Consultancy, Education and Training (IRCET): It would work for enhancing a skilled workforce by setting up a recruitment department, education institutions, and training centers in Afghanistan.
General Present Overview of ARA
ARA has completed the technical feasibility and economic viability studies for the entire Afghanistan National Railway Network Program that included 39 projects for linking different patches of the network in line with ANRP 2030. ARA has created nearly 43 policies relating to design, development and implementation of the corridors, Multi-Modal Hubs, dry ports, and dispatching centers that use the latest technology. Besides, over 29 memoranda of understanding (MoUs) and protocols have been signed for technical assistance with different countries, and organizations that are being pursued through an institutional mechanism with the help of the Ministry of Foreign Affairs, GoIRA.
The final version of the Afghanistan Railway Law is ready and its approval is expected shortly. ARA has also developed legal and regulatory instruments, such as the Afghanistan Railway Act and policies relating to railway engineering and management, quality control, safety, operations, maintenance, PPP, HR, and administration.
The structure of ARA is based on its vision, mission and goals. As ARA successfully completes many of its tasks as entailed by the mandate of 2012 in coordination and with the support of ADB, EU or other stakeholders, and is now embarking upon implementation of Phase II and Phase III to be achieved by 2030.
ARA has a total staff strength of 197. Under the proposed Tashkeel the government has approved 637 posts for which the proposal has gone to IARCSC.
Existing and Approved Organizational Structure
Emergence of ARA as an Independent Authority and a General Directorate
ARA came into existence in November 2012, as an independent government authority, and a governing body for all railway sector planning, development, network, operations, and maintenance in the country. Mr. Mohmmad Yamma Shams was appointed as the Director General and CEO of ARA. Most of its operational, management, and project-related functions are performed as an independent authority under the MoPW. He continues to head the organization and has strived under the overall guidance of the current leadership of the National Unity government to give a new direction to the railway development infrastructure in the country.
