Objective/Purpose of the Assignment:

Railways are a vital mode of transportation to facilitate domestic and regional connectivity and can also significantly contribute to economic growth and help promote a market-led economic environment that fosters private sector participation. After decades of conflict which has severely damaged Afghanistan’s transport infrastructure, Afghanistan has an urgent need for an upgraded national transportation system as a precursor to economic development and to support political stability in the country. The expansion of Afghani¬stan's current national railway system will ultimately allow Afghanistan to export minerals and agricultural products and will significantly enhance its position as a regional trading partner by linking it to products, consumers and markets across Eurasia and beyond, as well im¬proving internal lines of communication within the country. A successful development and operation of Afghanistan railways bears a tremendous opportunity to create new and support existing prospects for the economic growth not just for the country but also for the neighboring countries from the central and south Asia.

One portion of the financing supports to strengthen the institutional capacity building of the Afghanistan Railway Authority (ARA). This component will be referred to as the ARA capacity building project (the project).

This position will aim at strengthening the capacity and performance of ARA team/assigned group in delivering the EU project components, and eventually managing capacity building of current design and projecting team through this technical assistance.

Scope of Work:

An international Railway safety/signaling design specialist will manage, motivate and do perform efficiently in preparing and reviewing signal system so that the ARA will best utilize its resources in achieving higher in performance and development and working on capacity building of the national team.

Detailed Tasks:

•           Conduct field surveys and prepare field sketches of signal locations for the design team.

•           Prepare and review the signal system construction schedule and identify work that is most

critical in terms safety and accuracy of the project.

•           Provide markups of railroad signal drawings using project specific drawing markup standards.

•           Apply knowledge of railway signaling principles, as well as construction and maintenance

practices to evaluate construction sequencing and job progress.

•           Create reports and other documents, as required for projects.

•           Produce Signaling design as required, confirming that it meets the requirements given in the

scope of works and that the operational, technical and safety principles have been met.

•           Contribute to the preparation of technical details, specifications and tenders for Signaling

designs and reports of the railway.

•           Contribute to the planning, programming and monitoring of resources to meet program and

budget requirements and targets.

•           Perform duties as directed by Management from time to time in connection with Signalling

design activities.

•           Discharge safety responsibilities in relation to CDM Regulations, Health and Safety legislation

and Company procedures.

•           Lead a team of designers undertaking signaling design activities while ensuring that delivery is

technically accurate, to time and budget, and provide support and guidance to less

experienced team members.

•           Monitor (or undertake where applicable) the development of engineering options giving

consideration to safety, reliability, operational capacity modelling, maintainability, ease of

construction, and environmental/whole life issues.

•           Carry out independent checking of signaling design documentation.

•           Support the provision of adequate resourcing for project design, in both the quality and

quantity of internal and supplier staff, and in the use of the most appropriate support

equipment.

•           Liaise with the Designated Project Engineer throughout the project on inter-discipline matters.

•           Assist in design activities associated with testing for new or modified systems / installations as

directed.

•           Manage all signal engineering activities so that they result in schemes that are affordable and

meet program requirements in a safe and environmentally responsible manner for time, cost

and quality.

•           Provide project management advice in respect of all signaling construction activities,

including testing and commissioning and site supervision.

Output/Reporting Requirements:

Under guidance, and management by the specialist, the team will be trained and motivated for doing the tasks on time, effectively and full compliance with ADB/ARA policy and procedures. The candidate will report to Deputy ARA Finance/Admin & Project Manager. 

Minimum Qualifications Requirements

•           Ten or more (10+) years of professional experience in railroad signaling industry.

•           Knowledge of the installation, maintenance, troubleshooting and repair of railroad signaling, equipment including: Power Operated Switch Machines (POSM), Railroad Crossing Gates,

Wayside Signals, Relay and Solid-State Track Circuits, Vital and Non-Vital Interlocking Processors, Vital and Non-Vital Railway Signal Electromechanical Relays, Local Control Panels, Railroad Signal, Cabling, Railroad Signal Power Distribution Equipment.

•           Ability to stand for extended periods of time.

•           Ability to travel as required to job sites.

•           Knowledge of Federal Railroad Administration (FRA) Rules Standards and Instructions applicable to railroad signal systems.

•           Knowledge of AREMA Communication & Signal recommended practices.

•           Knowledge of railroad signaling construction practices.

•           Competent with software applications including Acrobat Professional, MS Excel & MS Word.

•           Comfortable with interacting with the client in a group setting and individually.

•           Punctual, reliable and with a strong attention to detail.

•           Strong written and verbal communication skills.
